Canyon Country kitchen remodels, where some homes answer to the state

Canyon Country has two kinds of kitchen to remodel: the one in a manufactured home in a park, and the one in a house built on its lot. They go to different permit offices, and this page walks both before you ask for a price.

Short answer

Work on a manufactured home in a park goes to the state housing department on its form MH 415, whether the park is inside the city or in unincorporated county. The state's own table says moving a sink, changing a gas line or removing a wall needs that permit, and lists a gas range replacement as needing one too. A house built on its lot follows the City or County permit path instead (HCD alteration permit page, HCD form MH 604, HCD local enforcement agency page).

Two kinds of home, two permit offices

In the 91351 ZIP code area, the Census Bureau counts 1,845 of 10,796 homes as mobile homes, about 17 percent, against about 3.5 percent across the city. The 91387 area counts 585 (Census ACS table B25024).

The state housing department says it "is the statutorily designated enforcement agency for mobilehome parks and special occupancy parks, however a city or county may assume enforcement responsibility" (HCD local enforcement agency page). Taking it over takes an ordinance, notice and the department's approval (Health and Safety Code 18300).

Neither the City of Santa Clarita nor Los Angeles County appears on the department's list of local enforcement agencies, and the City's own page names the department as the body "who regulates Mobile Home Park matters" (City manufactured home parks page) (HCD local enforcement agency page).

Work on a manufactured home goes to the state

The department says: "Before beginning any work to alter your mobilehome, manufactured home" you must first obtain a permit (HCD modifications and alterations page). The application is its form MH 415, and "HCD employees perform on-site inspections of alterations and conversions to the structural, fire safety, plumbing, mechanical, and electrical systems of regulated units" (HCD alteration permit page).

The same path applies inside a park in the city and inside one in unincorporated county, because neither has taken over. The application asks for the home's decal number and serial number, so find those before anyone applies (HCD form MH 415) (HCD local enforcement agency page).

What the state's table says about kitchen work

The department's form MH 604 lists, row by row, which alterations need its permit, plan review or engineered plans. The kitchen rows are in the table below (HCD form MH 604).

Two rows need care. A gas range, oven or cooktop replacement is listed with the permit column marked yes, and its comment reads "Same size, location, and BTU rating with no gas piping changes." On a site built house in the city, a like type appliance swap is exempt, as the appliances page sets out, so this is where the two paths part (HCD form MH 604).

Cabinets and countertops have no row at all. The form says: "If the type of MH alteration work to be performed is not identified, you should contact the nearest area office" for help (HCD form MH 604).

Six months per permit, and double for skipping it

A state alteration permit is valid for six months and can be extended in six month steps if you ask before it expires. Only one extension is allowed when no work has started, and all periods fall within two years of issue (HCD alteration fees page).

Skipping the application costs more later. Anyone who had to file and did not "shall pay double the application fee," and a second failure within five years pays "10 times the application fee" (Health and Safety Code 18029).

The department also says that if electrical, plumbing, mechanical or fuel gas equipment was changed without a permit, "you are encouraged to obtain a permit prior to HCD's inspection in order to avoid possible penalties" (HCD alteration fees page).

The 91351 ZIP area has the oldest, smallest houses

On the County Assessor's roll, the typical single family house in the 91351 ZIP code area was built in 1966 with about 1,480 square feet of living space, the oldest and smallest median of the six ZIP areas in the table below (LA County Assessor parcel layer).

Its median lot is about 7,200 square feet, below 91387, 91321 and 91350. Year built is the first building on the parcel, and says nothing about later remodels (LA County Assessor parcel layer).

A house on its own lot follows the City permit path inside city limits, set out on the permit page, and the County path outside them; the city or county page settles which.

The 91387 ZIP area has the largest lots

The 91387 ZIP code area has the largest single family lots of the six, a median of about 9,000 square feet, with about four in ten at 10,000 square feet or more. Its houses are a generation newer, a median built in 1990 with about 2,250 square feet (LA County Assessor parcel layer).

Lot area on the parcel map counts the whole parcel, slopes included, and hillside parcels stretch the top of the range, so the median is the fair figure (LA County Assessor parcel layer).

Elsewhere in the valley: Valencia and the 1994 fixture line, Saugus and its newer houses and Newhall and rented kitchens.
